Compound assignment: +=, -=, *=, /=, %=, &=, |=, ^=, <<=, >>=
Shift: <<, >>

Each compound assignment token parses at the same precedence as `=`
(right-associative, lowest) and produces ExprKind::CompoundAssign.
Shifts parse between additive and multiplicative precedence.
GRAMMAR.ebnf and SYNTAX.md updated accordingly.
